Superpacs, governance and Voting

I'm talking about steem blockchain here, nothing more. Nothing less. And absolutely all hypothetical.

In addition to this, each account gets 3 witness votes, making up one combined vote. These votes matter in what order they are arranged.

For example:

1st individual vote, 51%.
2nd individual vote, 29%.
3rd individual vote, 20%.

And this is where the superpacs come in. In addition to this combined vote, each person also would have an extra vote per 1m in SBD.

Would the maths add up there? I believe so. It's also in a way how we would pick president, vice-president and say, secretary. Idk, the 3rd one can be whatever you like for this metaphor.

infrastructure

The second part is governance,... And this is almost always a local issue... I mean that in the sense of, if you don't want to view user x y or z posts, remove this user from your follows. Each peezy, in addition to this basic option, there is another option, running your own community pod. This matters because you may prefer to not have your bandwidth consumed by a spammy app or just "every user on earth" is using your 1 desktop server to view all posts... This creates a huge bottleneck..
Having each pod maintaining their own copies alleviates this issue.

An easy way to achieve this may be using a torrent or ipfs type technology stack.. having a mainchain post or json referencing a state and whatever ID/metadata is needed to reference the community.

both of these are open source and do not need to rely on another blockchain.

Some dapps already do portions of this... But I just wanted to get some words out there on the topic.
